This is likely personal preference and the better question is what operating system do you find yourself most comfortable with and what is your budget. When programming you need to “tune out” other distractions during times of focus, so familiarity and comfort with your toolset is probably most important. You can purchase a laptop at Best Buy for $299 and it will work just fine for most work, for example.
You need to decide what type of programming and whether you need to run intensive batch jobs with lots of CPU or Memory requirements. You also need to determine your networking and security requirements, etc. Don’t forget battery life if you intend to work “unplugged” for long periods of time or squatting in coffee shops, etc. Here are a couple lists and I’d recommend at least 8GB RAM so ample memory to run about any database platform and possibly even Docker or a container tool.
